Service Management Solutions for Children (SMS) provides creative and innovative services related to management, finance, IT, HR and more for a growing list of clients, including Partnership for Strong Families. We are seeking a Budget Manager to join our team. This position is responsible for the development of budgets and budget analyses for SMS.  Perform assigned financial and other duties and activities in an accurate and timely manner. The Budget Manager will report directly to the Vice President of Financial Services.

Salary: $48,000 – $59,500

Location: Gainesville, Florida

Essential Functions

  • Develop and maintain the annual operating budgets and budget amendments based on corporate guidelines.
  • Responsible for analyzing monthly expenditures by account, program, sub-account, and fund source for corporate entities.
  • Develop and maintain monthly budget versus actual (BVA) reports for Executive Leadership.
  • Analyze budget reports, monthly financial statements, update policies and procedures, and provide analysis to VP of Financial Services and Executive Leadership Team.
  • Work collaboratively with the Accounting Manager on DCF reconciliation (specifically as it relates to the Custom Report) and any other items which may affect all corporate budgets.
  • Work with the Accounting Manager and contract unit staff on budget related issues involving contractual payment obligations to vendors.
  • Responsible for completing the monthly General Ledger analysis for the VP of Financial Services.
  • Responsible for working with VP of Financial Services and HR on bi-weekly payroll reports, imports, and reconciliations.
  • Responsible for ensuring all actual expenditures from the monthly General Ledger and other applicable monthly reports for the State of Florida are consistent with contract amendments.
  • Responsible for monitoring and developing the monthly invoicing requests from the State of Florida.
  • Responsible for completing annual federal and state reporting with the Accounting Manager, including the updating allocations in the accounting software.
  • Responsible for coordinating with the contracts unit and monitoring all other contracted provider audit and financial reports.
  • Responsible for performing research to assist contract managers, fiscal staff, department heads, and providers in locating specific information on payment issues.
  • Assists the Accounting Manager with federal and state audits upon request.
  • Responsible for developing and maintaining a report of monthly, quarterly and FY expenditures for more simplified tracking, review and analysis.
  • Participates in designated committees, completes special projects and prepares ad hoc reports/analyses as requested by the VP of Financial Services.
  • Maintains and assures compliance with departmental policies and procedures.
  • Completes other duties as assigned.

Required Education and Experience

  1. Bachelor’s Degree in Accounting or Finance from an accredited college or university.
  2. Two years of experience in budgeting, accounting or financial planning, or related financial analysis work.
  3. Must possess a valid Florida driver’s license and have reliable transportation and a clean driving record.
  4. Experience directly related to the job duties may be substituted for the required education on a year for year basis.
  5. Background must not indicate any corrective actions or citations of a financial nature. 

Preferred Education and Experience (in addition to requirements above)

  • Experience in a non-profit organization
  • Experience in Florida state budgeting processes.
  • High degree of comfort and expert level experience with Excel.

This position may require occasional same day travel.
